Government Discusses Registration of AI Agents in Estonia
The bill does not introduce new rules for companies.
What Has Changed
On 19 October 2026, Äripäev reported on a draft related to the registration of AI agents acting on behalf of individuals in Estonia. According to the publication, the draft is set for a 12-day review, and its discussion has raised concerns from practitioners, government agencies, and lawyers.
Please Note: The draft or the discussed initiative is not yet a law. Until official materials are published, it is premature to assess effects on transactions, registry access, document signing, or internal controls.
Who It May Concern
This news may be of practical significance for the following groups:
- Owners and board members of OÜ who use automation in corporate processes;
- e-Residents working with Estonia’s digital services;
- Companies implementing AI tools for client communication, document preparation, or operational tasks;
- Cross-border companies interested in knowing who acts on their behalf and on what basis.
Using an AI tool alone does not mean a company will fall under the upcoming mechanism. Its possible scope of application remains unclear based on available information.
Important! As there are no officially published regulations yet, the responsibility of board members and the rules for company representation should not be considered changed.
