Key Requirements:

An alien with a holding in an Estonian company must have invested at least 65,000 EUR in share capital, with the investment registered as fixed assets (real estate, machinery, or equipment) in Estonia.
The company must be registered and have operated in Estonia for at least four months before a residence permit petition can be submitted.
A business plan for the next two years must be provided.
After one year, or during the application process, the investment requirement can be substituted by proving annual sales revenue of at least 200,000 EUR or by paying social tax equivalent to five times the average gross wage in Estonia.

The granting of a residence permit for entrepreneurs is subject to an annual immigration quota.
